Laura Stockstill

Program Director

Laura Stockstill manages projects covering regional risk review, infrastructure resiliency planning and private sector coordination. Her work for the RCPT has encompassed energy, water and communications resiliency planning; the Communications Resiliency Assessment Tool; the Rolling Blackouts Guide for Public Agencies; the Infrastructure Protection Plan for Electric Power Restoration; the Regional Debris Management Plan; and the Dozer Debris Management Tool. Stockstill is an experienced urban planner in the governmental and nonprofit sectors, with a background in environmental and infrastructure issues. She holds a master's degree in city and regional planning from Pratt Institute and a bachelor's degree from Reed College.

Nancy Harris

Nancy Harris

Director of Training and Exercise

Nancy Harris is a Project Manager at the RIC. Before joining the RIC, she spent 10 years working on large-scale, multi-day outdoor cycling and walking fundraising events, managing teams of 500 or more volunteers. In addition she has worked as a logistics coordinator for these events, determining and implementing the necessary steps to make them a success. Harris is currently president of the IAEM—USA Student Region and president of the IAEM—Global Student Council. She hopes to receive her AEM designation in the fall. Harris has a bachelor of science in print journalism from Boston University and an ABA paralegal certificate from Marist College. She is currently completing her master's degree in emergency and disaster management at American Military University.

Training & Exercise Editor

Pearl Cheng is the Training and Exercise Editor at the RIC. Prior to this role, Cheng was the Logistics Planner with the Regional Logistics Program at the RIC. She developed the Commodity Point of Distribution Plan and Field Operations Guide, Regional Asset Database Project Assessment Paper, Intermodal Freight Guide, and an interactive Trucking & Pallet online calculator. Cheng also developed and managed many of the Program's information sharing projects such as the website, the monthly newsletters, the Universal Logistics Standard video, and all communication materials. Cheng has over 10 years of experience in community development and sustainability. She holds a master's degree in public policy and management from Carnegie Mellon University and a bachelor's degree from Bernard M. Baruch College.

De'Anna Belgio

De'Anna Belgio

Project Manager, New Jersey Urban Areas Security Initiative

De'Anna Belgio is the New Jersey Urban Area Security Initiative (UASI) Project Manager for the RCPT program, plans,exercises, resources, and tools. Currently her project scope has been expanded to encompass 16 of the State of New Jersey's Jurisdictions. De'Anna Belgio has over 13 years of experience in emergency management / homeland security operations and planning. She holds several State, and Federal level training and instructor certifications. Belgio started her career in the New Jersey State Police, Office of Emergency Management, where she later advanced to the Special Operations Section. Recently she has worked in the private sector developing and authoring strategic and operational plans throughout the country for state and county level governments as a Senior Emergency Management Project Manager. She holds her Certified Emergency Manager certification (CEM), and has studied geography; natural hazards at Rutgers University. She holds a BA in Public Administration which she obtained from Fairleigh Dickinson University.

Emily Carroll

Emily Carroll

Mass Fatality Management Plan Manager

Emily Carroll is currently working with NYC Office of the Chief Medical Examiner (OCME) as the regional project manager for the Mass Fatality Management planning initiative. Prior to joining the OCME and the RCPT, Carroll worked at the NYC Office of Emergency Management (OEM) in the training and exercise unit. She has a bachelor's degree in biomedical engineering from Rensselaer Polytechnic Institute and a master's degree from the University of North Carolina, Chapel Hill, where she studied health policy and management at the Gillings School of Global Public Health, concentrating in disaster management policy.
